APPLE VALLEY, San Bernardino County — October 26, 2026. Apple Valley entered the second quarter of 2026 with a new town manager following a unanimous Town Council decision in March. Guy Eisenbrey was appointed at the March 24 meeting, with an effective start date of April 1, according to the municipality’s March 25 announcement. This retrospective explains the transition and what the position means for residents.
What the council announced
The town said the council unanimously approved an agreement appointing Eisenbrey to the town manager position. He had previously served the town in leadership roles and was selected following the departure of Todd Bodem, whose transition the municipality had announced March 11.
This is an administrative appointment by the elected council, not a separate election for town manager. Apple Valley’s government website lists a mayor and four council districts alongside the appointed town manager.
Why the job matters
The town manager oversees municipal operations and implementation of policy decisions made by the Town Council. Residents following the town’s spending, departmental performance, public works, permit processing and town services may encounter the manager’s office through staff reports and public meetings.
The town’s own description of Eisenbrey’s work emphasizes organizational leadership, customer service and coordination among departments. Such descriptions are the employer’s characterization, not an independent evaluation of performance or a prediction of future results.
How to follow new decisions
Residents can attend council meetings and review official agendas, budgets, contracts and resolutions to learn what the municipality has actually approved. A project announcement, staff recommendation and binding council action are not interchangeable. Anyone concerned about a specific town service should use the relevant department or formal public-comment process.
